Turning off the Windows debugger

Hi,
I'm trying to re install text speaker but when I try to it says to turn off the debugger. I've got avast anti virus and I tried turning it off but I still can't get text speaker up and running. What am I doing wrong? Thank you. -
Text Speaker will not run correctly with debugger software also running.
The problem may be caused by Microsoft's Dr. Watson. Here are instructions for turning it off:
