I want to capture a scene with a "noisy" neighborhood car. It, the noise event, generally only lasts for 10-15 seconds but I get a minute's worth of video - Can I set the Web cam Monitor software so that after 10 seconds of no noise trigger it stops recording? Also, if the noise event reoccurs during the 1 minute that I have it set for, does it restart the 1 minute clock. Also, will it continue recording longer than a minute if the noise event persists longer than a minute.

The minimum recording time in WebCam Monitor is 1 minute. If noise continues past the 1 minute time, WebCam Monitor will continue recording until there is silence.
